Herr Präsident! Meine Damen und Herren! Die Bundesregierung will heute noch mehr Soldaten nach Afghanistan senden, angeblich, um die Sicherheit dort aufrechtzuerhalten. Sie meint damit aber die militärische Absicherung der Regierung Karzai. Ich war mit meinem Fraktionskollegen Jan van Aken vor vier Wochen in Afghanistan. In jedem Gespräch, das wir mit Afghaninnen und Afghanen führten, spürten wir die Verachtung für diese Regierung. Das liegt daran, dass sie korrupt ist, dass in ihr die Warlords der vergangenen Kriege sitzen und dass es nach acht Jahren keine nennenswerten Verbesserungen der Lage der Bevölkerung gegeben hat.

Ohne die Unterstützung der NATO-Staaten wäre diese Regierung nichts.
Die Bundesregierung sagt, sie wolle die Bevölkerung schützen. ISAF-Kommandeur Stanley McChrystal fordert, zivile Opfer zu vermeiden. Aber der Aufstand gegen die Regierung Karzai und die ausländischen Truppen hat eine breite Unterstützung in der afghanischen Bevölkerung. Die Aufständischen, die Sie bekämpfen, sind Teil der Bevölkerung. Die Aufständischen sind auch Zivilisten. Ein Zivilist erscheint den Soldaten als potenzieller Aufständischer.
Das heißt, militärische Aufstandsbekämpfung und Schutz der Bevölkerung sind unvereinbar.
Der Leiter der Stability Division im ISAF-Hauptquartier erklärte uns, dass das Ziel der Aufstandsbekämpfung eine starke zivile Komponente brauche. Er berief sich dabei auf die Forderung von McChrystal, dass 40 Prozent der Arbeit von ISAF der Wiederaufbau sein muss. Aber ob die zivile Komponente nun 20, 40 oder 60 Prozent beträgt: Solange die zivile Hilfe dem Ziel der militärischen Aufstandsbekämpfung untergeordnet ist, wird sie niemals in der Lage sein, die Lebensbedingungen der Afghanen zu verbessern.
Der Krieg wird weitergehen. Weitere Menschen werden getötet werden. Für das vergangene Jahr zählte die UNO 2 140 unbewaffnete Todesopfer, darunter 346 Kinder, Tendenz steigend. Die Bombardierung der Tanklaster bei Kunduz am 4. September wird leider nicht die letzte dieser Art bleiben, wenn Sie heute das neue Mandat beschließen. Es ist ein Armutszeugnis, dass Sie nicht bereit sind, diese Realität zur Kenntnis zu nehmen.
Wir haben uns in Afghanistan mit Opfern des Bombenangriffs vom 4. September getroffen. Das war für uns eine Selbstverständlichkeit; denn wir wollten wissen, was die Bombardierung für sie und ihr Leben bedeutet.
Da ist Noor Djan, 26 Jahre alt. Er hat drei Kinder, seine Frau ist hochschwanger, und sie haben kein Geld. Er hat bis wenige Tage vor der Bombardierung in einer Plastikfabrik im Iran gearbeitet, weil er in Afghanistan nicht genug Geld verdienen kann. Die Explosion hat seinen rechten Arm abgerissen. Im Krankenhaus wurde er wieder angenäht, aber die Hand ist verloren und der Arm nicht mehr zu gebrauchen. Er hat ständig Schmerzen, kann nicht mehr schlafen, und er kann nicht mehr für seine Familie sorgen. Er sagte uns: Jeden Tag wünsche ich mir, ich wäre getötet worden. – Was glauben Sie, was Noor Djan denkt, wenn Sie sagen, Sie wollen seine Sicherheitssituation verbessern?
91 Frauen sind durch den Angriff zu Witwen geworden. Die meisten von ihnen sind nun von Almosen abhängig. Von Almosen lebt auch Leila. Ihre beiden jugendlichen Söhne wurden getötet. Der eine hat sich um das Feld gekümmert, der andere um die Kuh. Nun muss sie sehen, wie sie ihre kleinen Töchter über die Runden bekommt. Was glauben Sie, was diese Frauen davon halten, wenn hier argumentiert wird, dass man den Frauen in Afghanistan helfen möchte?
Bulbul konnte ihre drei kleinen Enkel nicht davon abhalten, mit den anderen zum Fluss zu laufen. Sie saß mir mit Tränen in den Augen gegenüber und meinte, dass sie im Gegensatz zu vielen anderen wenigstens die Überreste ihrer Enkel gebracht bekommen hat, um sie beerdigen zu können.
Die Begegnung mit den Hinterbliebenen hat mir deutlich gemacht   ob Sie es wahrhaben wollen oder nicht  : Deutschland ist an einem Krieg gegen die einfache Bevölkerung in Afghanistan beteiligt.
Ich spreche jetzt besonders die Kolleginnen und Kollegen der SPD und der Grünen an: Wenn Sie die Entscheidung über das neue Mandat treffen, denken Sie daran: Wie auch immer Sie den Krieg rechtfertigen, Sie entscheiden heute über Leben und Tod.

Le Bundeswehr mène la guerre contre la population afghane

Monsieur le Président, Mesdames et Messieurs. Aujourd’hui, le gouvernement fédéral veut envoyer davantage de troupes en Afghanistan, soi-disant pour y maintenir la sécurité. Toutefois, ce que cela signifie est renforcer la présence militaire afin de soutenir le gouvernement Karzaï. Je suis allée en Afghanistan il y a quatre semaines avec un collègue de mon groupe parlementaire Jan van Aken. Dans chacun de nos entretiens avec les hommes et les femmes afghans, nous avons senti qu’ils condamnaient ce gouvernement. Les raisons évoquées sont  qu’il est corrompu et qu’il ne représente aucune amélioration significative pour la vie de la population.

Sans le soutien des États membres de l’OTAN, ce gouvernement ne serait rien.

Le gouvernement fédéral prétend vouloir protéger la population. Le Commandant de l’ISAF, Stanley McChrystal a lancé un appel pour que soient évitées les victimes civiles. Mais l’insurrection contre le gouvernement Karzai et contre les troupes étrangères jouissent d’un soutien considérable parmi la population afghane. Ces insurgésque vous combattez font par partie de la population. Ce sont aussi des civils. Aux yeux des soldats, un civil ressemble à insurgé.

Ceci signifie que la contre-insurrection militaire et la protection de la population sont deux objectifs inconciliables.

Le chef d’état-major de la Division Stabilité de ISAF nous a confié que la  contre-insurrection exigeait une forte composante civile. Il faisait allusion à l’appel McChrystal, pour que 40% du travail de l’ISAF consiste en des mesures de reconstruction. Mais que la composante civile soit de 20, 40 ou 60%, aussi longtemps que l’aide civile demeure subordonnée à la contre-insurrection militaire, elle ne sera jamais en mesure d’améliorer les conditions de vie des Afghans

La guerre va continuer. Davantage de personnes vont être tuées. Les chiffres de l’ONU indiquent que l’an dernier, 2140 civils non armés ont perdu la vie, en ce compris 346 enfants. Et ces chiffres sont en augmentation. La frappe aérienne contre les chars d’assaut près de Kunduz le 4 septembre dernier ne seront malheureusement par les dernières si vous décidez aujourd’hui de renouveler le mandat. Le fait que vous ne soyez pas prêts à reconnaître cette réalité ternit votre  votre image.

En Afghanistan, nous avons rencontré les victimes de la frappe aérienne du 4 septembre. Cette démarche nous semblait évidente car nous voulions savoir quel était l’impact de la frappe aérienne sur eux et sur leur vie.
Prenons l’exemple de Noor Djan, 26 ans. Il a trois enfants, sa femme est à un stade avancé de grossesse et ils n’ont pas d’argent. Jusqu’à quelques jours avant la frappe, il travaillait dans une usine de plastique en Iran car il ne gagnait pas assez en Afghanistan. L’explosion lui a arraché le bras droit. A hôpital on le lui a recousu, mais il a perdu sa main et l’usage son bras. Il a tout le temps mal, est incapable de dormir et ne peut plus nourrir sa famille. Chaque jour, nous a-t-il confié, je me dis que j’aurais préféré être tué. – Que croyez-vous qu’il pense lorsque vous dites que vous voulez améliorer sa sécurité ?
Quatre-vingt-dix femmes sont devenues veuves à cause de cette attaque. La plupart d’entre elles vivent aujourd’hui d’aumône. Ainsi, par exemple, Leila. Ses deux jeunes fils ont été tués. L’un s’occupait du champ, l’autre s’occupait de la vache. Il lui faut aujourd’hui trouvait un moyen d’assurer la subsistance de ses fillettes. Que croyez-vous que ces femmes penses lorsqu’on explique ici que le but est d’aider les femmes en Afghanistan ?
Bulbul n’a pas su arrêter ses trois petits-enfants alors qu’ils couraient vers la rivière avec d’autres. Elle était assise en face de moi, les larmes aux yeux, en me racontant que contrairement à beaucoup d’autres, elle a au moins reçu les restes de ses petits-enfants et a pu les enterrer.
La rencontre avec ces personnes endeuillées m’ont clairement fait comprendre, que vous le veuillez ou non, que l’Allemagne est impliquée dans une guerre contre les gens ordinaires en Afghanistan.

Et c’est en particulier à mes collègues du SPD et des Verts que je m’adresse en disant ceci : lorsque vous prendrez la décision de renouveler ou non le mandat, n’oubliez pas que quelle que soit la façon dont vous justifiez la guerre, vous décidez de la vie et de la mort.

The Bundeswehr is waging a war against the Afghan population

Mr President. Ladies and gentlemen. The Federal Government today wants to send even more troops to Afghanistan, ostensibly to maintain security there. What they mean by that, however, is providing military backing for the Karzai government. I visited Afghanistan four weeks ago with my parliamentary-group colleague Jan van Aken. In every discussion we held with Afghan men and women, we sensed their condemnation of the government. This is because it is corrupt, because it includes the warlords from past wars, and because there have been no significant improvements in the lives of the population.

Without the support of the NATO states, this government would be nothing.

The Federal Government says it wants to protect the population. ISAF Commander Stanley McChrystal has called for civilian casualties to be avoided. But the insurgency against the Karzai government and the foreign troops enjoys widespread support among the Afghan population. The insurgents you are fighting are part of the population. The insurgents are civilians too. A civilian looks like a potential insurgent in the eyes of the soldiers.

This means that military counterinsurgency and the protection of the population are irreconcilable aims.

The head of the Stability Division at ISAF headquarters told us that counterinsurgency required a strong civilian component. He referred to McChrystal’s call for 40 per cent of ISAF’s work to consist of reconstruction measures. But regardless of whether the civilian component is 20, 40 or 60 per cent: as long as civilian aid is subordinate to military counterinsurgency, it will never be able to improve the Afghans’ living conditions.

The war will continue. More people will be killed. UN figures show that last year 2140 unarmed victims died, including 346 children, and the numbers are rising. The airstrike against the tankers near Kunduz on 4 September will, unfortunately, not be the last of its kind if you decide to issue a new mandate today. It reflects poorly on you that you are not prepared to acknowledge this reality.

In Afghanistan, we met with victims of the airstrike of 4 September. That was only right and proper, in our view, because we wanted to know what impact the airstrike has had on them and their lives.
Take Noor Djan, 26 years old. He has three children, his wife is heavily pregnant, and they have no money. Until a few days before the airstrike, he worked in a plastics factory in Iran, because he couldn’t earn enough money in Afghanistan. The explosion tore off his right arm. The hospital reattached it, but he lost the hand and he cannot use the arm. He is in constant pain, unable to sleep, and he can no longer provide for his family. He told us: every day, I wish I had been killed. – What do you suppose Noor Djan thinks when you say you want to improve his security?
Ninety-one women were left widows by the attack. Most of them are now dependent on charity. One of them is Leila. Both of her young sons were killed. One used to look after the field, the other looked after the cow. Now she has to find a way of providing for her young daughters. What do you suppose these women think when it is argued here that the intention is to help the women in Afghanistan?
Bulbul was unable to stop her three young grandchildren from running to the river with the others. She sat opposite me with tears in her eyes and said that, unlike many others, she at least received her grandchildren’s remains and was able to bury them.
Meeting with the bereaved made clear to me that, whether you want to accept it or not, Germany is involved in a war against the ordinary people of Afghanistan.

It is in particular my colleagues from the SPD and the Greens that I am addressing when I say: when you take your decision on the new mandate, bear in mind that however you justify the war, you are today deciding on life and death.
